Increasing Access to Care for Denti-Cal Recipients: A New Look at Old Barriers

The Center for Oral Health (COH) releases a new issue brief in preparation for the upcoming meeting of The Little Hoover Commission on “Fixing Denti-Cal”. COH has compiled a comprehensive analysis of key financial aspects of Denti-Cal. This issue brief summarizes data from several sources, including the Centers for Medicaid and Medicare, the American Dental Association’s Health Policy Institute, the Dental Board of California, and the Department of Healthcare Services and provides an analysis to inform policy decisions. This document explores how to best address a key recommendation of the LHC Report: “setting a target of 66% utilization rate for Denti-Cal beneficiaries”. It calls for reforms in how Medi-Cal allocates financial resources to its neglected dental program. It also brings attention to Denti-Cal funding compared to other programs; and to how, despite the latest investments, unless structural changes are made, we may only see minor improvements in access to oral health care.
