    Conrado Bárzaga, MD is the Executive Director of the Center for Oral Health, a California based nonprofit research and professional education institute. Dr. Bárzaga is an internationally recognized public health leader with nearly 20 years of progressively important positions with organizations addressing healthcare issues. He has served in top leadership positions for the Los Angeles County Commission on Children and Families First Proposition 10 (First 5 LA), Planned Parenthood, and Sacred Heart University’s Area Health Education Center. Prior to his appointment to the Executive Director position with Center for Oral Health, Dr. Bárzaga directed the Health Investments for the Los Angeles First 5 Commission and helped develop the Los Angeles Oral Health Needs Assessment of Underprivileged Children, the Baby-Friendly Hospital initiative, and the Community Water Fluoridation of Los Angeles County.

    Sean Boynes, DMD, MS, DAs is a Dentist Anesthesiologist that received his D.M.D. from the University of Pittsburgh and completed a three-year residency in anesthesiology from the University of Pittsburgh Medical Center. He currently serves as Director of Dental Medicine at CareSouth Carolina in Society Hill, SC and as Expert Advisor to the DentaQuest Institute-Safety Net Solutions. Dr. Boynes has been recognized by many organizations and the National Health Service Corp recently featured him as one of the 40 top clinicians for their 40th Anniversary Celebration and the National Children’s Oral Health Foundation lists him as a Dentist of Distinction.

    Alex Bustos, DMD, MPH, PhD is the Dean at University of Concepcion School of Dentistry. He has been honored for his accomplishments as a dentist, leader and advocate for the underserved. Under his leadership the University of Concepcion has attained the highest accreditation score in the Chile. He has established interprofessional healthcare teams that are deployed to rural and urban underserved areas where students learn how to practice collaboratively. Under his leadership, the University of Concepcion has mastered the use of glass ionomer to reduce the burden of dental disease in children 0-12 and have proven a reduction in DMFT index from 10.8 to 2.0 over 10 years of research.

    Lois K. Cohen, PhD serves as a consultant & Paul G. Rogers Ambassador for Global Health Research since her retirement from U.S. government service in 2006. She is a sociologist whose research and health science administration career included service as the Director of Extramural Research, Associate Director for International Health and Director of the WHO Collaborating Center for Dental, Oral & Craniofacial Research and Training, National Institute of Dental & Craniofacial Research, National Institutes of Health. Having authored more than 150 articles in peer-reviewed journals and edited four books on the social sciences and dentistry, she co-directed the WHO International Collaborative Studies of Oral Health Systems. Currently serving on several journal boards, she co-chairs the Friends of the Organization for Safety, Asepsis and Prevention, and serves on the boards of the Alliance for Oral Health Across Borders, the Edw. Shils Entrepreneurial Fund, the Global Advisory Council of the Regulatory Affairs Professional Society, the Caplin Family Charities as well as the Journal of the American Dental Association. She provides consultation to the NIH, the World Health Organization and its regional offices in Africa and the Americas, the Canadian Institutes for Health Research, various universities and professional associations including the American Dental Association, the FDI World Dental Federation, the American Dental Education Association and others in the area of global health through oral health.

    Mary Lee Conicella, DMD, FAGD is Aetna’s Chief Dental Officer. In this role she is responsible for building Aetna’s position by providing high quality and affordable dental care. Dr. Conicella received her B.S. in Medical Technology from the University of Pittsburgh and her D.M.D. from Temple University School of Dentistry in 1987. She received her Fellowship in the Academy of General Dentistry in 2000. She is a faculty member of the University Of Pittsburgh School of Dental Medicine, where she has taught since 1992. She was instrumental in developing Aetna's Dental-Medical Integration initiative and has co-authored several abstracts and articles published in collaboration with Columbia University College of Dental Medicine related to research on the impact dental care has on overall health.

    Melinda Cordero is the Associate Director for Visión y Compromiso. She has dedicated most of her professional career to working with Promotores in several capacities including, designing and directing programs, developing curricula, training, mentoring, evaluating projects and is approaching 24 years of service. She is one of 5 co-founders of Visión y Compromiso and joined the organization in 2004 as the Director of its California Network of Promotoras and Community Health Workers (CHW’s). Currently she serves as the Associate Director of the organization and in this capacity oversees their statewide programmatic work and operations including its Network statewide annual conference, annual legislative day in Sacramento, CA and the development of the Promotores Institute.

    Jack Dillenberg, DDS, MPH is the inaugural Dean of A.T. Still University’s Arizona School of Dentistry & Oral Health. He received his Master’s Degree in Public Health from the Harvard School of Public Health and completed his dental education at New York University, College of Dentistry. Dr. Dillenberg is a Board Member of the American Association of Developmental Medicine and Dentistry, the Association for Prevention Teaching and Research, the Caplin Family Foundation and is the Vice Chair for First Things First Southeast Maricopa Region and Board Chairman for the Center for Oral Health. He is also a member of the American Dental Association, the American Association of Public Health Dentistry, the American Dental Education Association as well as many others. Prior to joining ASDOH, Dr. Dillenberg was Associate Director for public health programs in the California Department of Health Services and prior to that was an Area Health Officer serving the west area of the Los Angeles County Department of Health Services. Dr. Dillenberg is also President of Dillenberg & Friends, Inc. providing a full scope of health services consulting. During most of the 1990s, Dr. Dillenberg served in several capacities in the Arizona Department of Health Services, including Director and Assistant Director in the Division of Family Health Services. Dr. Dillenberg has also served in numerous positions on health-related boards and associations and is the recipient of a great number of honors and awards, including the U.S Public Health Service Chief Dental Officer’s Service Award and the Harvard School of Public Health Alumni Award of Merit.

    R. Bruce Donoff, DMD, MD serves as Dean at Harvard University School of Dental Medicine. He received his DMD from the Harvard School of Dental Medicine in 1967 and his MD from Harvard Medical School in 1973. Dr. Donoff’s professional career has centered on Harvard’s Faculty of Medicine and the Massachusetts General Hospital’s Department of Oral and Maxillofacial Surgery. He began as an intern in 1967 and has served in the department since that time, becoming chair and chief of service in 1983. In 1991, Dr. Donoff was named Dean of the Harvard School of Dental Medicine, a post that he continues to hold. In addition to these responsibilities, Dr. Donoff has made major contributions in research to the specialty of oral and maxillofacial surgery. He served for 12 years on the board of the Oral and Maxillofacial Surgery Foundation and is currently president of the Friends of the National Institute of Dental and Craniofacial Research. He is editor of the MGH Manual of Oral and Maxillofacial Surgery and a member of the editorial boards of the Journal of Oral and Maxillofacial Surgery and the Massachusetts Dental Society Journal. Dr. Donoff has received numerous honors during his academic career, and has published more than 90 papers, authored textbooks, and lectures worldwide.

    Saskia Estupiñán-Day, DDS, MPH is the leading figure in international public health and oral health research. A native of Quito, Ecuador, Dr. Estupińan-Day has worked extensively with international organizations and has advised agencies including NASA, Kellogg Foundation, and the World Bank. A dentist and public health specialist who attended the Universidad Central in Quita and UCLA, Dr. Estupińan-Day is best known for work with the World Health Organization (WHO) and the Pan American Health Organization (PAHO) promoting the expansion of salt fluoridation.

    John D.B. Featherstone, MSc, PhD is Dean of the School of Dentistry at the University of California, San Francisco (UCSF) and Distinguished Professor of Preventive and Restorative Dental Sciences. He holds a Ph.D. in chemistry from the University of Wellington (New Zealand). His research over the past 40 years has covered several aspects of cariology (study of tooth decay), including fluoride mechanisms of action, caries risk assessment, de- and remineralization of the teeth, apatite chemistry, salivary dysfunction, caries (tooth decay) prevention, and laser effects on dental hard tissues with emphasis on caries prevention and early caries removal. He is currently active in implementing caries management by risk assessment in several dental schools across the nation. He has received numerous National and International awards, including the Norton Ross Award for excellence in clinical research from the American Dental Association (2007), and he was recently inducted as an Honorary Fellow of the American College of Dentists and also the Pierre Fouchard Society. He is an honorary lifetime member of the academy of laser dentistry. He has published over 280 papers and book chapters.

    Claude Earl Fox, MD, MPH is Professor Emeritus at the Miller School of Medicine at the University of Miami and founding director of the Florida Public Health Institute during which time he served as founding Chair of the Florida Oral Health Coalition. Previously he was Professor at the Johns Hopkins Bloomberg School of Public Health and founding director of the Johns Hopkins Urban Health Institute. He also served in the federal Department of Health and Human Services as Director of the U.S. Public Health Service Regional Office in Philadelphia, Deputy Assistant Secretary of Health in Washington, D.C. and finally as Administrator of the Health Resources and Services Agency where he made oral health a top priority for his agency. From 1986 to 1992, Dr. Fox was State Health Officer for the Alabama Department of Public Health. He is a Fellow in the American College of Preventive Medicine, an Honorary Fellow in the American Academy of Pediatrics and in addition to his medical degree, has a Masters in Public Health from the University of North Carolina.

    Steven Friedrichsen, DDS joined WesternU as the Associate Dean of Patient Care and Clinical Curriculum in January of 2010 and was named Dean on July 1, 2011.Dr. Friedrichsen graduated from Seattle University with a Bachelor of Science in Biology, was awarded his Doctor of Dental Surgery from Northwestern University and completed the hospital based General Dentistry Residency program at the University of Chicago. Prior to joining Western University’s College of Dental Medicine, Dr. Friedrichsen was Dean, Creighton University Medical Center School of Dentistry, and Special Assistant to the University President for Healthcare Strategies. He also served for over twenty years as Chairman, Department of Dental Sciences and Director, Idaho Dental Education Program at Idaho State University. Throughout most of his career, Dr. Friedrichsen has been a clinician-educator; owning and managing an active general dentistry practice while maintaining his teaching and administrative responsibilities.

    Paul Glassman, DDS, MBA is Professor of Dental Practice and Director of Community Oral Health at the University of the Pacific, Arthur A. Dugoni, School of Dentistry in San Francisco. In addition, he is a former President of the Special Care Dentistry Association, a national organization of oral health and other professionals dedicated to improving oral health for people with special needs and older adults. He is also Director of the Pacific Center for Special Care and Director of the California Statewide Task Force on Oral Health for People with Disabilities and Aging Californians. He has served on many national panels including the Institute of Medicine’s (IOM) Committee on Oral Health Access to Services which produced the IOM .report on Improving Access to Oral Health Care for Vulnerable and Underserved Populations and the Board of Directors of the DentaQuest Institute.

    Michael Helgeson, DDS is Chief Executive Officer of Apple Tree Dental, an innovative nonprofit organization that operates six programs in Minnesota with a staff of over 160. Apple Tree’s clinics and mobile dental offices create year-round dental homes in collaboration with more than 130 Head Start Centers, schools, group homes, and nursing facilities in both urban and rural areas. Apple Tree’s model is called “community collaborative practice” and it has been replicated successfully in North Carolina and Louisiana and has received recognition from the Surgeon General, the American Dental Association, Oral Health America and the Robert Wood Johnson and Kellogg Foundations. Dr. Helgeson’s educational background includes completing B.S. and D.D.S. degrees, followed by a two-year post-graduate program in geriatric dentistry, and a mini-MBA program in nonprofit management. Dr. Helgeson has served as past presidents of both the American Society for Geriatric Dentistry and the Special Care Dentistry Association and serves as a member of the American Dental Association’s National Elder Care Advisory Committee. Dr. Helgeson has lectured widely, including lectures at the American Dental Association, the National Oral Health Conference, the Mayo Clinic, and at dental schools in the United States and Canada.

    Ronald Inge, DDS has recently relocated to Southern California where he serves as Chief Dental Officer of Western Dental and Brident Dental & Orthodontics. Prior to this appointment, he was the VP of Professional Services and Chief Dental Officer for Delta Dental of Washington. His duties include network development, contracting and provider relations, as well as setting clinical policy. Dr. Inge was also Executive Director of the Institute for Oral Health where he champions efforts to publicize innovative solutions to many of the current challenges to improving oral health. The mission of the Institute for Oral Health is to advance oral health care by identifying effective and efficient guidelines for treatment, access, and delivery of health care, and to promote best practices by serving as a central resource for shared practical knowledge and collaboration to benefit the dental profession and the public. He received his Doctor of Dental Surgery degree from UCLA and a Bachelor’s in Human Biology from Stanford University.

    Dushanka Kleinman, DDS, MScD is Associate Dean for Research and Professor at the School of Public Health, University of Maryland at College Park. Prior to joining the University of Maryland in 2007, Dr. Kleinman completed 28 years of government service where she served as Deputy Director, National Institute of Dental and Craniofacial Research, NIH and Assistant Surgeon General (Rear Admiral), U.S. Public Health Service (USPHS) Commissioned Corps. In 2006 she completed a five year term as the 15th Chief Dental Officer, USPHS. She was the co-editor, and coordinated the federal involvement in the development, of the first-ever Surgeon General's report on oral health (2000). Dr. Kleinman, a dentist, is a Diplomate of the American Board of Dental Public Health and has served as president of the American Board of Dental Public Health, the American Association of Women Dentists, and the American Association of Public Health Dentistry. Dr. Kleinman has a D.D.S. from the University of Illinois at Chicago College of Dentistry and a hospital rotating internship at the University of Chicago Hospitals and Clinics. She received a M.Sc.D. in dental public health from the Henry M. Goldman School of Dental Medicine at Boston University. She is a member of the Santa Fe Group, is a founding board member of the U.S. National Oral Health Alliance and currently serves on the editorial board member of the Journal of the American Dental Association.

    Timothy S. Martinez, DMD, MPH currently serves as the Associate Dean for Community Partnerships and Access to Care in the College of Dental Medicine at Western University of Health Sciences in Pomona, CA. A native Angeleno, he graduated from the Harvard School of Dental Medicine in 1986 with a fifth year concentration in Health Care Administration. He has had over 25 years of extensive experience working in community health center settings treating a variety of underserved patient populations. Dr. Martinez first worked with a migrant farm population in Laredo, Texas through the Loan Repayment Program. He then relocated to Boston working in the inner city community clinics as the dental director for three community clinics. Dr. Martinez was instrumental in setting up three dental centers in the rural part of Massachusetts on the Cape and the Islands. Dr. Martinez served as the Medicaid Dental Director for the Commonwealth of Massachusetts changing regulations crucial to increase dental access for vulnerable populations before returning to California.

    Lynn D. Mouden, DDS, MPH has been the Chief Dental Officer at the Centers for Medicare and Medicaid Services (CMS) since February 2012. Dr. Mouden holds faculty appointments at the University of Missouri-Kansas City School of Dentistry, the University of Tennessee College of Dentistry and three faculty appointments at the University of Arkansas for Medical Sciences. He spent 16 years in private practice dentistry and eight years with the Missouri Department of Health before becoming director of the Office of Oral Health for the Arkansas Department of Health. A past president of the Association of State and Territorial Dental Directors, Dr. Mouden received an ASTDD Outstanding Service Award and recently received the U.S. Public Health Service Chief Dental Officer’s Exemplary Service Award.

    Jeffrey Parker, MBA is the CEO of DentaQuest Healthcare Delivery. He also serves as Chairman of Sarrell Dental in Alabama, Community Dental Care in Texas and Community Dental Care of Kentucky. Sarrell Dental is a self-sustaining 501(c) 3 that has grown to 14 offices and a mobile dental bus since its inception in 2004. Prior to Sarrell Dental, Mr. Parker rose quickly through the corporate ranks. At age 31, Mr. Parker became a Sara Lee Corporation division President and at age 33, was CEO of two Sara Lee owned companies. From there, he ran turnaround situations for two very large privately held consumer packaged goods companies, before retiring at age 40. After retirement, Mr. Parker returned to his alma mater to teach at their nationally accredited business school. He taught at the undergraduate and MBA level as their Executive in Residence until December, 2013. Through his funding of a perpetual scholarship at his alma mater, he has helped send over 70 students to JSU.

    Mike Plunkett, DDS, MPH is Senior Director for Dental Care Delivery at Kaiser Permanente where he provides leadership and strategic direction for all aspects of Dental Operations. He also works closely with system partners to coordinate oral health services across multiple departments within Kaiser Permanente Northwest’s unique integrated structure. Dr. Plunkett holds an appointment as Assistant Professor at Oregon Health and Science University where he directs a course series in Public Health and Health Care Systems. Prior to joining Kaiser Permanente Dr. Plunkett served as Dental Director for CareOregon Inc., where he worked closely with a broad range of healthcare constituents to successfully integrate Dental services into five statewide partner Coordinated Care Organizations. Dr. Plunkett’s executive appointments within the Oregon Health Authority include the Oregon Public Health Advisory Board, Health Evidence and Review Commission, and Medicaid Advisory Committee.

    MaryJane Puffer, BSN, MPA is the Executive Director of the Los Angeles Trust for Children’s Health. Her role at The L.A. Trust represents the nexus of all she has been committed to throughout her career as a pediatric nurse, a community health program director and lead developer of health programs. In her role as Executive Director, she helps to facilitate the development of LA Unified School District’s Wellness Networks and is on the cutting edge in developing community prevention framework strategies for health programming in schools. Ms. Puffer is a 35-year veteran in health care and program development. She has successfully developed and managed both international and domestic health programs. Ms. Puffer holds a Bachelor of Science degree in Nursing and a Master’s Degree in Public Administration. She was recognized as the 2014 Healthcare Advocate of the Year by the Los Angeles Business Journal.

    Robert K. Ross, MD is president and chief executive officer for The California Endowment, a health foundation established in 1996 to address the health needs of Californians. Prior to his appointment in July 2000, Dr. Ross served as director of the Health and Human Services Agency for the County of San Diego from 1993 to 2000, and Commissioner of Public Health for the City of Philadelphia from 1990 to 1993. Dr. Ross has an extensive background in health philanthropy, as a public health executive, and as a clinician. During his tenure at The California Endowment, the foundation has focused on the health needs of underserved Californians by championing the cause of health coverage for all children, reducing childhood obesity, strengthening the capacity of community health centers, improving health services for farm worker and ex‐offender populations, and strengthening the pipeline for bringing racial and ethnic diversity to the health professions. In the Los Angeles region, he has provided leadership to support the re‐opening of the Martin Luther King Jr. Medical Center and the revitalization of Charles Drew University. In 2010, The California Endowment launched a 10‐year statewide commitment investing $1 billion to advance policies and forge partnerships to build healthy communities and a healthy California.

    Harold Slavkin, DDS is presently Professor and Dean Emeritus from the University of Southern California (USC). Previously, he served as Dean for the School of Dentistry at USC (2000 thru 2008), Director of the NIDCR at the NIH (1995-2000) where he provided leadership for the first-time ever Surgeon Generals Report “Oral Health in America,” and earlier as the Director for the Center for Craniofacial Molecular Biology (CCMB) at USC (1989-1995). He has written or edited 11 books, authored 430 scientific papers, and produced and wrote the PBS “A Lifetime of Change.” He is a member of the CDA, ADA, LADS and is a member of the IOM and a fellow in the AAAS. He lives in Marina del Rey with his wife Lois.

    Ariane Terlet, DDS is a 1986 graduate of the University of the Pacific School of Dentistry. She has a private practice in Berkeley, CA and has been the Chief Dental Officer for La Clinica de La Raza a Federally Qualified Health Center located in Oakland, CA. Dr. Terlet oversees 11 clinics in Alameda, Contra Costa and Solano Counties and is responsible for program development and quality assurance. Dr. Terlet served on the California Dental Board. She chaired committees on legislation, continuing education and the ad hoc Committee on Foreign schools. Dr. Terlet has served on the Government Affairs Council for CDA ,Work Force Committees, CVP (Committee on Volunteer Placement) and is an ADA and CDA delegate. She is a Trustee for the California Dental Association representing the Berkeley Dental Society. She is also a past President of the Arthur A. Dugoni School of Dentistry Alumni Association. Dr. Terlet is a member for the American College of Dentistry, The Pierre Fauchard Academy and the International College of Dentists. Dr. Terlet is very involved in Access to Care issues at both the State and National levels. She is a member of the Oral Health Access Council (OHAC), the National Network for Oral Health Access (NNOHA) and a board member for the Center for Oral Health. Dr. Terlet is married and has three children ages 27, 25 and 16.

    Emma Turner, PhD is the President of the La Mesa Spring Valley School District, a K-8 school district serving more than 12,500 students in San Diego County. Emma has dedicated her life to serving her country and many children across the nation for more than 4 decades. She is on the leadership team for both the California School Board Association and the National School Board Association. Emma received her Bachelor’s degree from the University of Maryland, a master degree from University of Oklahoma, a master degree from California School of Professional Psychology, a master degree in special education from the University of San Diego and a doctorate of psychology from Alliant International University. Emma has been married to Sullivan Turner, Jr. for more than 33 years and they have three daughters.
